If you're talking about intel cpu, yes.

You need to provide more details, such as amount of RAM, graphics card, and more info on the CPU, like not only Intel, you need to provide what Intel CPU that is. (ex: i5-8300H)

What's your graphics card? Your CPU and RAM is fairly sufficient, but if you don't have a graphics card, I guess it won't run that great.. (that's just my prediction)

How do I install it?

Inside the archive of this mod, there is a CLEO folder, the Main Files folder and the Screenshots folder.

First of all, click the CLEO folder and click Extract To, then extract it to your GTA San Andreas directory.
(also make sure that you have CLEO installed, if not then go to cleo.li and install the latest version of CLEO.

Second, open the Main Files folder then press Ctrl+A to select all files. Click on Extract To and then extract it to your GTA San Andreas directory again.

That's it.
