Base on this fandom page (https://mikumikudance.fandom.com/wiki/Yukari_Yuzuki_(Mokuzo203)), I think it is allowed to modding with this model.
But if 010101 means the other mod Alan uploaded were break the authors' policy, then I don't know much about them...Alan uploaded so many mods that originally from MMD models, lazy to check lol.
