the log in my asiloader is "asilog.txt". There should be a line like:

Loading ASI C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV Mod\GTAIV\UrbanEnhancements.asi
ASI loaded : C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV Mod\GTAIV\UrbanEnhancements.asi, Address 0x67EA0000

if for some reason it fails the last bit will be "Address 0x00000000"

The mod must be placed in the root of the game, along with the folder that comes with it. Inside this folder there must be 7 csv files. They are:

service_stations.csv
house_db.csv
fuel_data.csv
bus_stops.csv
pub_parking_lots.csv
boat_stops.csv
ship_stops.csv

also make sure your running v1.0.7.0
Not sure what else could be wrong.

No need to start a new game, there should be some extra icons on map right away if working.
Unfortunately I believe it's not compatible with 1.2.0.59. But I've only tested on 1.0.7.0, so I'm not sure.
Btw do you have an ASI loader? If so you can check the logs.

Have you thought about creating a mod where Niko can invest money for a business? (like in GTA Online). The big problem with GTA IV is that there isn't much to do with the money.

One feature I have in mind is to allow the player to sell the proprieties, and there would be some negotiation where Niko could make some extra cash.

It was initially intended to be released as different mods, however some stuff are connected. Even not in obvious ways.
For instance, we have to store the fuel quantity when a car is parked. So in order to make it work I had to bundle them together.
Public parking and private parking areas are part of the same logic.
Probably the Bus and ferry thing could be separated though...

Anyway, this mod adds a few opportunities to spend some money:
You can buy a house, fuel up you car, ride a bus or ferry, or park your vehicle in a public area.
All that costs money.
