This is Deacon. This skin is mostly made from official Rockstar skin assets.

How I came about making this skin:

Ocean Beach is my favorite area of Vice City. Along the beach are Deacon Hotels. This is the owner of those hotels, Deacon! He drives a blue Phoenix and uses an MP5 to kill whoever he wants. He does whatever he wants and pays off the police with the money he makes from the hotels. A truly dangerous and unpredictable guy!
