Installation:
Install AddonPeds Mod (https://www.gta5-mods.com/scripts/addonpeds-asi-pedselector).
Using OpenIV, place the files in:
mods > update > x64 > dlcpacks > addonpeds > dlc.rpf > peds.rpf
Open AddonPeds Editor and add the ped as "male".
Click "REBUILD" and you're done!
