Pokemon Sun and Moon-Lillie Z-Powered Form

How do you make models like these?

@AppleDangerDashWell the model is originally from Pokémon Sun and Moon so I got the model from models resource imported the model into 3DS Max and rigged it by adjusting or fitting the dff models bones in Lillie’s model by using Kam’s GTA Scripts.After adjusting bones I click on bones/skin export to make it a dff model and make the textures using MagicTXD.

I use 2012 3DSMax and the Kam's script from here-https://www.gtagarage.com/mods/show.php?id=9172
