Definitive Weather for OG SA

Just a small update to this mod. I increased the sky brightness at night a bit to give the people using skybox mod a better look and overall... a better viewing experience for night times. You will find these changes under the "LA SUNNY", "LA EXTRASUNNY"... etc of the game.
