= reworked SA lights and reflection along with other improvements

the best DeLorean for SA now also on mobile.

* changes made by me:
= converted the IVF lights to SA lights
= unique texture names
= fixed black front and rear bumper
= added reflection to front and rear bumper, looks good with or without graphics mods
= car body reflection reduced by a small amount, still looks good with or without graphics mods
= removed custom damage
= removed reflection of wheels

= may cause lag to low end phones
= doesn't support SA colors
= turn off RLE compression in TXD tool's settings so you wont have some greenish textures
