I tried to translate the manual given:

Ok:
1) All the wheels-thing given are a 100% 3-dimensional, not textured.
I guess "pneus" are pneumatics, so it's all set with the bounce-level of the cars, no extra editing (dunno any better xD)
it is the final version of the pack.
Install:
open veh_mods.ide
with editor at GTA San Andreasdatamapsveh_mods.
change out the linesof the given wheel with the ones on the specific manuals.. I gues...
and the rest is just the usal crap...
the mod belongs to the guy and if you want the change it plz ask him... and so on and he also doesn't take the price if ur game dies... yeah thats it

I'd say 2/10 because its spanish and I don't like the wheels^^
