I used Group adjustment as the basis for making these systems. I observed the way it worked and adapted it to what I needed.

i love gang related mods btw do they keep attacking in the end of the game's story aswell? If not they should

Yes they only stop attacking you when the bullets lose all territories

Can you make a mod that enemy gang will attack you randomly.
There is one. Its called "hit squad" but the problem is that they spawn very rarely. I love you if you make that for me.
