Hustler Dual Exhaust Handling Fix

Please backup your handling.cfg located on your data folder
X:Grand Theft Auto San Andreas

inside the "hustler.txt" there is a guide to make the Hustler dual exhaust
on vanilla game only one exhaust is working. I made an handling fix for it.

Please make a video to showcase it because the internet in Philippines is so lag (optional)
