So i created this mod,actually i created my own settings that creates soo cool ped specs on CJ and peds,logic!

Put all files from Ped Specs folder in your gta sa folder and you can run your game

@ArmoredPigman android have ilumination itself like my mod illumination! but if you want stronger lights/illumination you can contact me on gtaforums and i can build that mod for you
