This vehicle is from an Arcade game called 18 Wheeler. Sega converted it for PS2 as well. I beat the game on the PS2 version and the truck is a cheat.

"Go to the title screen and hold X. Press start on one of the game modes while still holding X, and Nippon Maru will show up in the 18 Wheeler screen."
