i really don't like this rockstar "hybrid" cars , this one is something like a half lambo and half pagani zonda . I wish they stick to honda nsx...

it is not the brakes , its traction multiplier and traction loss . I totally agree with you , 1.3 is too much , use handling editor and change that to 0.85 or something like that..
