I have a suggestion:

If You can modify the dff file, then try remastering the vehicle. Like rounding off the tires, curvy lines, etc. And then add these decals and stuff..

So we get a cool looking remastered car!

At the moment I am learning. And my plan is to try to put the badges and new details on the original cars.
I hope someday to be able to make real remasters to the cars

I just don't understood what why Rockstar didn't put badges in the cars by default. In GTA III, some cars like the taxi and police have badges, but they're extremely low poly and almost impossible to read. The feature was then completely removed in Vice City and it's following games (SA, VCS etc). In my opinion, badges makes the cars looks a whole lot better, and gives more realism.

yep, you're right, they could have placed badges by default, there are very few cars that bring by default such as zr-350, bobcat and jetmax, personally I felt that that was missing from the cars, in addition to the few variations that have the majority (few extras).
