Go to: GTAVmodsupdateupdate.rpfcommondata

Extract dlclist.xml and add this line:

dlcpacks:skyline34

Go to: GTAVmodsupdatex64dlcpacks and make a new folder called skyline34
Drop the provided dlc.rpf there.
