No Car Dirt TXD

This is just a little modification, for those who like to use the video editor or just who didn't like to get their car dirty. this just change the value of the dirt into the vehicle.ide to 0 for all the car/bike/etc...

WARNING !
This modification didn't mean that your car wont getting dirty when you use it, it just make the car clean when you spawned and especialy into the game video editor the car will always look clean bye
