is there one for TBoGT?

when i place this in my gta 4 directory , then i go to objects menu but its not there. how do i find it, this file has no number it just says "objects" please help :)

it says that its an unsafe file. when i bypassed that it doesnt seem to work. how do i enable each house. the direction dont state that clearly enough for me

whenever i replace all the files and then go to start the game it says out of memory? why?
