Cops can't shoot you because they have unloaded gun.

Your health will be good to third wanted level
(Cops: 9mm/Colt45),
because if you get fourth,
Special cops come (Micro Uzi),
if you get fifth,
FBI comes (MP5)
and if you get sixth,
Army comes (M4).
