This is Mike Parsons. This skin is mostly made from official Rockstar skin assets.
How I came about making this skin:
Ocean Beach is my favorite area of Vice City. The Parsons Hotel appears along the beachfront, and this is the owner! He rides a black Stinger, and has a hell of an attitude! Don't cross him or you'll die!
