how to open?? also what is the easiest and most effective downgrade?

@RealZolika1351 I don't think downgrade did anything i open gta iv AND click f7 and nothing and i looked at properties on gtaIv.exe and its still 1.2.0.43 WTF i just wanna mod did i do something wrong??

@RealZolika1351 how do i tell if the downgrade worked? because i did all steps but the product version is the same?? also if it did work which script hook file thing should i use now?
