No it's NOT a bug. It was purposefully made that way.

But only for when a ped is spawned as a recruit.

In that case spawning of another ped will be allowed when you release he or she or if the actor or C.J dies.

When I load a save, it creates multiple cheat menu windows, and i cant remove them because my mouse gets stuck in the center of my screen, any imput?

I'm only able to spawn one ped. After that, the menu doesn't open unless the current ped spawned dies. Is it meant to be that way, or is it a bug in my game?
