You should have installed skin selector version 2.1 and then you should have IMGTool and Cleo 3
If you have already installed IMGTOOL and skinselector use ImgTool and then open this file: GTA san andreas/CLEO/skin.img
YOU SHOULD OPEN IT VIA IMGTOOL
and then select commands and add the txd and dff files into it then select rebuild archieve
