Is easy to understand if you watch the anime movie or the games,she wouldnt wear those kind of clothes in fact according to biography data she wears extremelly tight short spat,ultra short jeans or mini skirts those are the kind of clothes she would wear.
Besides the breast are too small for her the closer character in breast size would be honoka unedited model (most of what you find online is edited with smaller breast size)

the makers of the anime got a permit that allowed them to use mai shiranui in another anime because of her backstory and behavior the only anime that could be made was hentai so they did it.
