Manual Installation: Open Alci's IMG Editor and import the texture into your GTA3.Img. It lacks a DFF file since the model is the same from the base game, its just a different look.

Modloader installation: Drop the folder on your Modloader Folder after removing the Readme.txt and Image files. Open your game, and make sure the mod is turned on.
