It's a small ped so how I can play this mod in SA？

A small ped doesn't mean it can't be played it just means it will show up bug when playing for example while holding weapons or similar stuff.
Is installed on skin.img with alci img editor or you can replace a default skin from gta3.im i replaced bfypro with this one and worked fine.

I’ve tried but it didn’t work when I TAB+Q/E my cleo was crashed.I try to replace it with NPC and use ped viewer check it....... very strange.it is error.

Is fine the thing you aren't doing is using a limit adjuster,the author said all of his models are of higher quality then default gta V models he gave the advice of using open limit adjuster,i use sa limit adjuster because i can use models with 500k faces,so use open limit adjuster avoid fastman limit adjuster because that one is really limited on polygon limits.
If you have doubts visit the author site and ask there,because he use this as an upload service,ask him how he made it work.

I can't access the author's website because some special causes and author’s other mod also can’t work.I replaced wmyammo then when I enter the ammonation，the game crashed.I can't think what's wrong with it

I grabbed one from the author site

If you can't access use opera browser it have an integrated vpn and you can avoid your isp locking the site.
As i said before most of the answers can be found checking the author website
