Use alci img editor this allows for txd of 50 Mb top (reason of why is known to be one of the best tools) the other img editor is the one by fastman is cmd line it allows importing files of over 200 Mb but since it give errors i won't reccomend it.
Other thing you could do is grabbing the txd and edit the size of the textures because probably this author just increased the size of the textures and putted them together
Remember that gta sa textures work better when they are 256x256 in size to 1024x1024 having bigger textures that those size is just waste of space and resources besides slowing down the gameplay quite a lot other thing is that it doesn't include pics ingame.
