why the door won't open, even know i put sachel charges on it

Not even working

This work only first time. After saving game and quit then reopen the game, the door won't open again like condom (only 1 stroke use) even satchel explosion also harm nothing to the blue door. I've install another mod also sounds like u can rob #anytime# but it's giving the same thing.
