According to game files, the tag textures are in the game. But recently I tried map editor. Or any grafitti mod. If you add an tag in game by editing in-game map files or just spawning an tag, the count of tags are going up.

Now in total, it has 105 sprays. It's hidden around San Andreas...

Yes 20 rifa tags removed the game.
