How to install?
First, you have to install it with a tool like ggmm or modloader, etc...
Then you have to install Vehfuncs, Active dashboard and Improved Vehicle Features For a better experience
you can also put the cleo_text to your cleo folder to change your car's name.

You are the most accurate person I have ever seen and thanks for saying car bugs
left,right,boot, bonnet and windshield are vulnerable but in NFS style as i said. also If you crash at high speed, the windshield will break.
about the car surface material i can say that it's normal and almost every editor using it, i have used env:8 chrome level just like them.
about the exhaust pipe i can confirm what you said
rear lights aren't so dark either
about the rear radiator mesh, that's true but it's forza horizon 4's original texture and it's not transparent
afterall, thanks for the tips you told me.

Hi, i tested your car and this is what i found:
It has poor damage, only textures, front windshield does not break, car needs to be lowered by 2-3cm, wheels are too bright and white, need to be more silver color. Car surface material is too glossy without ENB, rear 3rd brake light above rear windshield is not present as for US specification. Rear radiator (mesh is not transparent). Exhaust pipes are black, they should be chromed. Rear lights are too dark, should be brighter. Front and rear bumper side turning signal lights are not present. Engine colors and textures are not identical to the real model.

And see this model of earlier model of Testarossa from this modder, he adapts his cars to US spec, because GTA SA takes place in the United States:

I really hope you adapt your car to US spec and improve damage if you make a remake of this model.

I want to replace as many SA cars with their real replacements as possible.
Also, there is a lack of identical working replacement for Mesa, there are some that are either low quality or without damage.
