No, it's not.

Here in Turkey, Tofaş sold Fiat-based cars as an independent brand but later Tofaş stopped using the Tofaş marque and they are now sold as Fiats despite being made by Tofaş.

Tofaş is to Fiat just like Dacia is to Renault.
