This mod will only reduce the number of peds while the traffic stays the same.
(not too few peds but lower than usual).

@THAI QUE Most of the FPS drop is due to too many peds or too far vision or too large resolution, have you lowered it all in the settings? but even if you install my low peds it's unlikely to stop the fps drop because 2gb ram is just the minimum configuration to play gta sa -.-
