Cops, SWAT, and NOOSE operatives all want to kill you, but in order to secure the kill for themselves, they have to kill each other first. They will still engage you until one of their own turn on them. They also engage police helicopters and sometimes innocent peds.

Unrar the relationships file, use OpenIV to replace the original which is inside the common.rpf file, rebuild and play.
