1. Download MapEditor http://www.gtainside.com/en/gta5/tools/77507-map-editor-2-1/
2. Copy DrugEditor.xml to your GTA V Folder
3. In game , press F7 > LoadMap > Type " Drug Party 1.2 " for V1.3 Type " Drug Party 1.3 "
