You NEED OpenIV.
1. Open OpenIV
2. Go to update > x64 > dlcpacks > mpchristmas2 > dlc.rpf > x64 > levels > gta5 > vehicles > xmas2vehicles.rpf
3. Enable edit mode
4. Copy the file here
