i already have the older one, does it automatically update or do i have to download and install this one too? what's different about this version?

This version has some bug fixed which had some users. Application start problem has been fixed.
You should download this new version and install it separately.
All your configurations will keep.

Still has the same bug when modding?

Here are the bugs I found with this tool.

As someone else mentioned...the downloaded cars seem to drive in groups and follow each other precisely. Also, it seems ALL cars become bouncy. Seems they all have the same suspension/handling. Another thing I notices is when some traffic cars are at the red light and you come close to them...they "drop" as if they were all lifted and then as you approach the traffic, they drop to their regular height.

If You see all cars the same it is not a application bug - it is game "engine" specific. If it see what not enough memory, it starts to generate default traffic - as a rule it will taxi. This is well known "taxi bug" and there are some .NET scripts which tried to fix it.
Sometimes, I see, what game "engine" generate cars, which Niko is driven.

every time i install a mod my game never starts.. what should i do??

If your game will not start after mod installed it may be because You have, probably, licensed game version. Mods don't work in licensed game because it has file modifying protection. If You want to install mods You have to remove it. Unfortunately only cracked tools can do it, so do it for your responsibility.

how can i tell if its licensed verson or not and if so how can i remove it?

GTA IV steam ver(1.0.7.0) is don't work :(

hey man ...i tried to install some cars in GTA IV and when i 2x clicked gtalauncher it opens that black window but gta IV doesn t start ...pls help i don t want to reinstal gta IV again damn...

when i did it a black window opend and gta iv never start so do you know what went wrong please answer me find me a soluation
