Hello Guys, I made Tenpenny and Pulaski For GTA IV from GTA San Andreas cutscenes and converted it to GTA 4 ped.
You can replace any ped you want it's up to your choice and make sure to use an open IV or spark IV.
Now enjoy having to play as Tenpenny and Pulaski in a 3D HD universe open-world game
Trust me it's playable fun.
