Description
Here you go, a nice winter handling for all cars in GTAIV, it is like ice, i recomand using 4X4 cars with ABS lol. All credits to me on this one.

I know that you spent a lot of time editing handling.dat, but there was much easier way and is working with any car pack.
In snow mod, you have materials_v2.0_heavy.dat, rename it to
materials.dat, and almost all cars will behave like on ice. Try it and the fun will be even bigger.
