It is a basic speed meter for gta 4. You can use it with Asi loader.

You can change its location by arrow keys and scale +/- keys (Press F10 For Toggle) and it has RPM now.

If the speedometer dosen't work, install the latest directx and graphic driver. Solved the problem for me!
