Improved Vanilla Timecyc v1.1

Version 1.1: Added an optional ReShade preset

Install before the timecyc if you are on 1.0.7.0 or 1.0.8.0: https://github.com/Parallellines0451/GTAIV.ShaderFixesCollection

Results may vary if used on 1.0.4.0 or CE as not all shader fixes are available for those versions

What this timecyc changes:
- Far clip on most weathers/times (Increased on extra sunny and sunny, decreased on foggy)
- A few basic DOF changes
- Reduces shadow strength on clouds on some weathers, quite notably on sunny windy in the night
- Adds film grain (noise) to the following weathers: drizzle, rain, lightning, fog
- Removes bloom entirely (reason being that it fucks up a lot of lights)
- Increases luminosity on some weathers to make up for the loss of bloom
- Adds clouds to sunny midnight and 10pm
- Other minor changes
