TBoGT APC Light Fix

So we all know TBoGT came with light bugs on vehicles where the headlighttaillight texture don't light up when should. Many people have fixed all of the vehicles inside TBoGT's vehicle.img except the APC. Reasons being it has a body texture ZModeler 2 can't handle, even if some manage to edit the shaders then import it into ZModeler it will give you the infamous camera sit too low bug makes you cannot see where you are firing the cannon. I made this fix using openFormats I/O so it does not have the camera bug and messed up tire normals associated with ZModeler.
