Where are the L1 and L2 models?
Glasses are not breake from the inside. You need to take every collision of every glass, make copies and mirror them. Then connect it together into one model (each glass has its own collision, that's right). Do not forget to leave a small gap between the inner collision and the outer one.
15,000 polygons for collision? Dude, this is overkill. Take a collision from the default Tug from GTA 4 and remake it for a new model. 15k is too much. Also I did not see bullet holes on it
Also, for some reason the model looks very strange in my game. The white parts seem to glow, they are too bright. Try to fill the entire model with gray in the zmodeler (but not much). I don't know if it will help. Perhaps there was simply a mistake in the materials. But it definitely shouldn't be so.

Btw, Niko also manages to climb the stairs every other time. Usually he is kicked from this into the water or straight up.
The thing is that a separate collision has been made for each step. As I said - redo the default collision and use it.
A little advice in the end — quality, not quantity.
Nobody wants 150 models if those models are of poor quality.
It will take longer, definitely, but the result will be much better.
