For some reason, Rockstar decided to use random, incorrect values for billboard lights, crane lights and joe's diner sign in Portland for the PC version. I simply grabbed the converted GTA3.IDE from the console version and copied over the values at the buttom to making.ide and changed a single value in industsw.ide. They should now work as intended.

Anyway, to install, just copy the 2 folders into data/maps or use modloader.
