>Download IMGtool.exe
>Run it as Admin
>Use File tab -> Open
>Choose gta3.img
>Use Edit tab -> Find
>>Choose any skin you want, for example mecgrl3.dff and .txd
>Type inside mecgrl3.dff
>Once you found it, press Right Mouse Button on that file and choose Replace
>Window pops up, find your Claire SWB.dff and press OK.
>Use Edit tab again -> Find
>Type inside mecgrl3.txd
>Once you found it, press Right Mouse Button on that file and choose Replace
>Window pops up, find your Claire SWB.txd and press OK.
>Use Command tab -> Rebuild Archive
>Wait
>Once completed after "165 seconds" for example - it's done.

Nice skin,
can you actually remove pants and add short skirt without pants ( ͡° ͜ʖ ͡°)?
Maybe even with slightly shorter top
