@F.fly lol what, there is no way I didn't noticed the moon texture. Icelaglace, the developer from the iCEnhancer graphic mods is known for trolls like this.
The enbclouds.bmp from iCE 3.0 is neeeded to get the right from and normal map's for the clouds. The external cloud texture has nothing to do with the resolution by the way.
Now the nights. I'm using an unfinished mod from BisonSales which makes static lights at night more dynamic. I've tested both, with and without the mod and lights looked good for me on both but you are not the first person who told me that night lights are too dark. I'm not allowed to include the night lights improvement because it's still unfinished. I'll try to improve the lights at night with default IV lights but it's not my priority right now. Thanks for the screenshots, they will make it easier for me to work on it.

Now to your questions:
1. There is no direct overall brightness setting you could use but you can use Reshade to increase brightness.
2. Nope, you could recreate them via timecycle and enbseries.ini editing but you can't use the original ones.
3. I'm not sure, I'll look what I can do to make a better night experience.
@scar151 Sounds like your shaders folder is broken or the ENB isn't working at all. Does it look like on my screenshots or does daytime look bright, blurry or just not like ENB at all? If it's so the ENB isn't working. Make sure to have default 188.8.131.52 Patch shaders folder without any other before installed graphic mods and make sure the ENB .dll (d3d9.dll) is working. If you see the enbseries logo at the beginning when you start the game the ENB is loaded. If I couldn't help you write me a private message on GTAinside or on Discord: DayL#3320
