Converted to GTA IV by Chasez

Bell412/NYPD Air Sea Rescue helicopter BETA v1.1

changes in 1.1
-fixed sinking into the ground
-added new FLIR
-added spotlight
-replaces polmav.wft polmav.wtd (works better this way)
