this mod brings all the great eflc weapons to iv, it includes also a weaponinfo.xml, which changes the weaponstats to make them more realistic but still balanced
du erstetzt einfach die alten waffen in der weapons.img mit den neuen modellen und texturen
die weapons.img wird mit sparkIV geöffnet
wenn dir das nicht hilft, versuch es mit sparkIVtutorials auf youtube zb...

there is no way to "add" weapons to gta iv...
but you can add weapons to eflc, hope this will help you, at least a bit:
